Physical appearance:
In her mermaid form, she has brighter green scales with several leafy fins running down the back. Her hair is a dark navy blue with two light green strips in the back that lay over her shoulders. It is layered  and goes down 5 inches past her shoulders. Her hair is naturally straight and she has long bangs that sweep slightly to the left. Her ears look like leafy sea dragon fins. She adorns her tail with strings of jewelry when not out adventuring, and wears the top of a black corset with a worn brown trench coat and a pirate captains hat.
Chloe, in human form, is 5'7" and wears her corset, trench coat, hat, and a light green  frilled skirt that is higher in the front than the back. She also wears worn black leather heeled boots.

Personality:
Chloe is a very self sufficient girl. She has almost always fended for herself, only taking into account others when it will benefit her.  She can come off as snarky, but that is her wit at work, trying to keep her alive and mostly unharmed. She isn't afraid to say what she's thinking and take what she wants, not matter the cost. She always keeps one eye on the prize, and one on her back.

Background:
Chloe's  father was half Atlantean, her mother was from another city. Her father kidnapped her mother and had her be his mistress while he was a pirate captain. When she was born, he left that life temporarily while she grew up, leaving when she was 10. When she was 19 she took off and took over another ship, using her wit and knowledge of the pirate world.
